Early municipal legislative signals across thousands of cities.
GovData Legislative Dataset is a normalized, cross-jurisdiction feed built from Legistar and CivicPlus deployments across the U.S.
It surfaces zoning, development, STR regulation, infrastructure, policing tech, and ESG-related actions - the earliest possible signal of land-use change. Capture regulatory shifts months before they appear in permits, state data, or news coverage.
Problem solved: by the time zoning shows up in permits or news, the trade is already gone.
Structural accuracy, not scraped text. We extract relational objects directly from the database - avoiding the broken links and missing votes found in OCR-based feeds.
What you can model with the dataset
We turn raw municipal agendas, files, motions, votes, and attachments into topic-level signals ready for quant, macro, and real-estate strategies.
Zoning, density & development
Track the upstream policy decisions that shape the construction pipeline and neighborhood-level change.
- Upzoning, downzoning, and FAR (Floor Area Ratio) adjustments
- Project approvals and site-specific entitlements
- Height, FAR, and density changes
- Affordable housing and inclusionary requirements
STR & tourism regulation
Monitor STR bans, caps, fees, and enforcement actions across thousands of jurisdictions.
- Licensing and registration ordinances
- Cap changes and neighborhood restrictions
- Fee schedules and tax adjustments
- Enforcement, penalties, and compliance programs
Capital projects & EV build-out
Identify where cities are committing capital before it shows up in spend or build-out data.
- Transit, bike, and pedestrian infrastructure
- EV charging, fleet electrification, and parking policy
- Broadband and digital infrastructure initiatives
- Capital improvement plans and bond-funded projects
Policing tech & risk signals
See where and how local governments adopt controversial technologies and policies.
- Surveillance, AI, and sensor deployments
- Body cam and data retention policies
- Policing, enforcement, and diversion programs
- Litigation and consent-decree related actions
Climate, land use & equity
Quantify ESG-relevant municipal activity from the legislative record itself.
- Climate action, emissions, and resilience plans
- Tree, water, and land-conservation policies
- Environmental justice and equity initiatives
- Industrial siting and pollution-related zoning
Strategy-specific topic bundles
We can configure topic and geography bundles aligned with your current research questions.
- Predefined signal sets for real estate, STR, ESG
- Region-specific or metro-specific bundles
- Custom keyword and taxonomy development
- Joint exploration with your research team
Normalized municipal legislative history & daily deltas
Built from Legistar and CivicPlus deployments across thousands of cities and counties, maintained as an independent dataset for institutional buyers.
What’s in the dataset
We extract relational truth, not just flat text. Get precise linkages between Sponsors, Votes, and Files that OCR-based scrapers miss.
- Meetings, agendas, files, motions, votes, and attachments
- Normalized entities and relationships across jurisdictions
- Topic tags, jurisdictions, geographies, dates, and lifecycle events
- Historical depth: typically 5-10+ years per city, sometimes 20+
- Daily deltas via S3 drops, API, or webhook-style feeds
- Designed for warehouse, lake, and model-ingestion workflows
Access options
We offer multiple integration paths to match how your data platform operates.
- Bulk historical delivery (parquet/CSV/JSON)
- Ongoing daily delta feed with late-arriving updates
- Region, topic, or coverage-based slices for pilots
- Schema and sample data for quick feasibility tests
Already have a data broker relationship (Neudata, Eagle Alpha, BattleFin, etc.)? We can also work through existing channels.
Institutional licensing, structured for research & production use
Transparent tiers for bulk history, ongoing deltas, and curated signals.
5-20+ years of history
For quant, macro, and model-development teams needing full backtests.
- Multi-year, cross-jurisdiction coverage
- Structured for warehouse ingestion
- Pricing typically $75k-$200k/year
Ongoing legislative updates
Operational feeds for production models and signal pipelines.
- Daily or intraday delivery
- Late-arriving and corrected records handled
- Pricing typically $25k-$75k/year
Topic & geography bundles
For teams focused on specific themes such as STRs, ESG, or public safety.
- Curated topic-based signal sets
- Region or metro-specific focus if desired
- Pricing typically $1.5k-$5k/month
For multi-strategy funds, platform-level PropTech, or AI vendors, we can structure an enterprise license that combines bulk history, ongoing deltas, and custom signal development.
Request a 2-week pilot or sample dataset
Share your firm, strategy focus, and current questions. We’ll propose a small but meaningful pilot slice.
How pilots usually work
We start with a short call or email exchange to understand your strategies - real estate, macro, ESG, STR, public safety, or a mix.
From there, we define a small, representative slice of the dataset (cities, topics, time window) and deliver it as a 2-week pilot for your research and engineering teams to explore.
Typical pilot deliverables:
- Schema and sample records for key entities
- One or more topic-focused signal bundles
- Basic documentation for ingestion and interpretation
- Follow-up working session with your researchers
